Statutory Framework and AISHE Data Context
Higher education governance in India is statutorily anchored by The University Grants Commission Act, 1956, enacted to make provision for the co-ordination and determination of standards in Universities. Operating under the Department of Higher Education within the Ministry of Education, this framework oversees academic standards and institutional coordination.
To evaluate policy implementation and system performance, the Ministry of Education conducts the annual All India Survey on Higher Education (AISHE). AISHE provides a comprehensive evidence base on Higher Education Institutions (HEIs) to track progress under the National Education Policy (NEP) 2020, identify structural bottlenecks, and guide policy responses in alignment with Sustainable Development Goal (SDG) 4 for inclusive and equitable quality education.
Institutional Footprint and Enrolment Dynamics
Between 2014–15 and 2023–24, India's higher education infrastructure underwent major expansion. The number of universities grew from 760 to 1,289 (a 69.6% increase), colleges increased from 38,498 to 48,246 (25.3% growth), and standalone institutions expanded by 24% to 15,221. Infrastructure benchmarks in 2023–24 reflect broad access, with library facilities present in 98% of universities, colleges, and standalone institutions, and playground facilities in 94% of universities and 95% of colleges.
Total student enrolment rose by 31.5%, from 3.42 crore in 2014–15 to 4.50 crore in 2023–24, pushing the Gross Enrolment Ratio (GER) from 23.7% to 30%. Level-wise data shows advanced research growth, with Ph.D enrolment expanding by 192.89% (1.17 lakh to 3.43 lakh). Additionally, STEM discipline enrolments reached 1.02 crore, while international student enrolment climbed 37.5% to reach 58,134.
