How risk assessment, municipal capacity, infrastructure finance and inclusive governance fit into one urban resilience system.
Why this matters
Indian cities face compound risks. Extreme rainfall can overwhelm drainage, interrupt transport and power, damage informal settlements and create public-health emergencies at the same time.
Treating each failure as a separate engineering problem misses the institutional and financial links between them. A resilience framework instead begins with hazards, exposure, vulnerability and the essential services that must continue during a shock.
The resilience chain
A practical urban resilience system has four connected stages: risk assessment, project preparation, financing and continuous monitoring. Cities first map hazards, exposed populations and vulnerable infrastructure before selecting projects.
Projects should then be tested for multiple benefits, such as reducing heat exposure, improving drainage, restoring ecological buffers and protecting essential services. Financing can combine municipal, state, national, multilateral and responsible private sources.
